Shinigami's take:

A stong wizard, yes.  Kind of a nussance because if it's high level, yes.  A really crapy card, no.  The Summoned Skull has the same attack, but with a lower level which makes it a better card.  But if you know how to use the Dark Magician right it's just as strong and makes up for it's poor star level.  Thery're not the greatest cards around, but I keep two of them in my deck and they've hardly ever let me down.  But, if you're going for a real power house deck, I'd go for a Summoned Skull instead.
