Shinigami's Take:

Just like the Dark Magician, this monsters level keeps it from being a really good card.  Although, that doesn't mean you should shun it from your deck.  Even though it is kind of a weak monster, it has the potential to put your oppenent in stiches, metaphoricly speaking.  The Red-Eyes can become powerful monsters like the Black Skull Dragon or the Red-Eyes Black Metal Dragon and more in later booster series.  But those are really the only reasons to keep one in your deck, ohter wise go for a Jinzo or Summoned Skull.  But, the Red-Eyes is my favorite card, so I keep two in my dragon deck anyway.
